Naive versions of decision theory take probabilities and utilities as primitive and use expected value to give norms on rational decision. However, standard decision theory takes rational preference as primitive and uses it to construct probability and utility. This paper shows how to justify a version of the naive theory, by taking dominance as the most basic normatively required preference relation, and then extending it by various conditions under which agents should be indifferent between acts. The resulting theory can make (...) all the decisions of classical expected utility theory, plus more in cases where expected utilities are infinite or undefined. Although the theory requires similarly strong assumptions to classical expected utility theory, versions of the theory can be developed with slightly weaker assumptions, without having to prove a new representation theorem for the weaker theory. This alternate foundation is particularly useful if probability is prior to preference, as suggested by the recent program to base probabilism on accuracy and alethic considerations rather than pragmatic ones. This study examines how low-income African American mothers of children with sickle cell disease cope with the reproductive implications of having passed a genetic disease on to their children. Based on in-depth interviews with 29 African American mothers, I found that most mothers knew about SCD prior to having a child with the disease; many knew they were carriers of the sickle cell trait. In explaining why this knowledge did not lead them to alter their reproductive behaviors, mothers invoked a (...) theme of medical mismanagement; that is, they said the genetic screening programs for SCD did not provide them with enough medical knowledge about the disease. The implication that adequate knowledge about SCD would have affected their childbearing choices, however, is contradicted by their subsequent reproductive behaviors. I argue that the SCD diagnosis threatened motherhood, an important cultural value among low-income African American women, and that they protected their reproductive autonomy by obfuscating SCD medical knowledge. Fine has shown that assigning any value to the Pasadena game is consistent with a certain standard set of axioms for decision theory. However, I suggest that it might be reasonable to believe that the value of an individual game is constrained by the long-run payout of repeated plays of the game. Although there is no value that repeated plays of the Pasadena game converges to in the standard strong sense, I show that there is a weaker sort of convergence (...) it exhibits, and use this to define a notion of ‘weak expectation’ that can give values to the Pasadena game and many others, though not to all games that fail to have a strong expectation in the standard sense. A case-study of the interaction between philosophical context and observational data in the practice of Science.

‘Unconscious bias happens by our brains making incredibly quick judgements and assessments without us realising. Biases are influenced by background, cultural environment and experiences and we may not be aware of these views and opinions, or of their full impact and implications. This article opposes this point of view by arguing that bias is not unconscious but is conscious and linked to Charles Mills’ ‘Racial Contract’ and its ‘epistemologies of ignorance’. These epistemologies emerge from what the Equality Challenge Unit calls (...) ‘our background, cultural environment and personal experience’. Asserting that racism stems from ‘unconscious bias’ diminishes white supremacy and maintains white innocence as a ‘will to forget’ institutional racism. In equality and diversity training ‘unconscious bias’ has become a performative act to move beyond racism through training to participate in a constructed ‘post-racial’ reality. The article argues that through decolonizing ‘unconscious bias’, ‘white fragility’ and ‘self-forgiveness’ we can begin to see hidden institutional whiteliness at the base of conscious bias. (shrink)

Crudely put, educational research is unethical when it misrepresents or misidentifies—and so betrays—its putative beneficiaries or the goods and values they hold dear. How can researchers guard against these vulnerabilities? While acknowledging the vulnerabilities of educational research to abuses of trust and representation, and that there is no Archimedean point from which to approach research into people’s practices, we defend a universalist conception of research ethics in education. This article took as its main objective to analyze the use of the internet by young students of 6th junior high education unit Cardenal Maurer, identify the types of social networks and influence in their lives, so knowing the consequences that affect in the teaching-learning process during training. To this end document review data and quantitative and qualitative techniques were used.

Ethics guidance and ethical frameworks are becoming more explicit and prevalent in health policy proposals. However, little attention has been given to evaluating their roles and impacts in the policy arena. Before this can be investigated, fundamental questions must be asked about the nature of ethics in relation to policy, and about the nexus of the fields of applied ethical analysis and health policy analysis. This paper examines the interdisciplinary stretch between bioethics and health policy analysis. In particular, it highlights (...) areas of scholarship where a health policy ethicsspecialization—as distinctive from bioethics—might develop to address health policy concerns. If policy and ethics both ask the same question, that question is: “What is the good, and how do we achieve (create, protect, cultivate) it?” To answer this question, the new field of “health policy ethics” requires development. First, we should develop a full set of ethical principles and complementary ethical theories germane to public policy per se. Second, we must understand better how explicit attention to ethical concerns affects policy dynamics. Third, we require new policy and ethical analytic approaches that contribute to constructive (not obstructive) policy making. Whistleblowers are a vital means of protecting society because they provide information about serious wrongdoing. And yet, people who speak up can suffer. Even so, debates on whistleblowing focus on compelling employees to come forward, often overlooking the risk involved. Theoretical understanding of whistleblowers’ post-disclosure experience is weak because tangible and material impacts are poorly understood due partly to a lack of empirical detail on the financial costs of speaking out. To address this, we present findings from a novel empirical (...) study surveying whistleblowers. We demonstrate how whistleblowers who leave their role as a result of speaking out can lose both the financial and temporal resources necessary to redevelop their livelihoods post-disclosure. We also show how associated costs involving significant legal and health expenditure can rise. Based on these insights, our first contribution is to present a new conceptual framing of post-disclosure experiences, drawing on feminist theory, that emphasizes the bodily vulnerability of whistleblowers and their families. Our second contribution repositions whistleblowing as a form of labour defending against precarity, which involves new expenses, takes significant time, and often must be carried out with depleted income. Bringing forth the intersubjective aspect of the whistleblowing experience, our study shows how both the post-disclosure survival of whistleblowers, and their capacity to speak, depend on institutional supports or, in their absence, on personal networks. By reconceptualizing post-disclosure experiences in this way—as material, embodied and intersubjective—practical implications for whistleblower advocacy and policy emerge, alongside contributions to theoretical debates. Reversing typical formulations in business ethics, we turn extant debates on the ethical duty of employees to speak up against wrongdoing on their heads. We argue instead for a responsibility to protect whistleblowers exposed to vulnerability, a duty owed by those upon whose behalf they speak. (shrink)

Falls are a leading cause of serious injury and restricted participation among persons with stroke (PwS). Reactive balance control is essential for fall prevention, however, only a few studies have explored the effects of lesion characteristics (location and extent) on balance control in PwS. We aimed to assess the impact of lesion characteristics on reactive and anticipatory balance capacity, gait, and hemiparetic lower limb function, in PwS. Forty-six subacute PwS were exposed to forward, backward, right and left unannounced horizontal surface (...) translations in 6 increasing intensities, while standing. Fall threshold (i.e., perturbation intensity that results in a fall into the harness system) was measured. In addition, the Berg Balance Scale (BBS), 6 Minute Walk Test (6MWT) and Lower Extremity Fugl-Meyer (LEFM) were measured. Lesion effects were analyzed separately for left- and right-hemisphere damaged (LHD, RHD) patients, using voxel-based lesion-symptom mapping (VLSM). Our results show that voxel clusters where damage exerted a significant impact on balance, gait and lower-limb function were found in the corticospinal tract, in its passage in the corona radiata and in the posterior limb of the internal capsule. Additional significant impact was found to lesions affecting the putamen and the external capsule. Balance, gait, and hemiparetic lower limb function showed much overlap of the corresponding ‘significant’ voxel clusters. Test scores of RHD and LHD patients were affected largely by damage to homologous regions, with the LHD group showing a wider distribution of ‘significant’ voxels. The study corroborates and extends previous findings by demonstrating that balance control, gait, and lower limb function are all affected mainly by damage to essentially the same brain structures, namely - the corticospinal tract and adjacent structures in the capsular-putaminal region. Conditional probability is one of the central concepts in probability theory. Some notion of conditional probability is part of every interpretation of probability. The basic mathematical fact about conditional probability is that p(A |B) = p(A ∧B)/p(B) where this is defined. However, while it has been typical to take this as a definition or analysis of conditional probability, some (perhaps most prominently Hájek, 2003) have argued that conditional probability should instead be taken as the primitive notion, so that this formula (...) is at best coextensive, and at worst sometimes gets it wrong. -/- Section 1.1 considers the concept of conditional probability in each of the major families of interpretation of probability. Section 1.2 considers a conceptual argument for the claim that conditional probability is prior to unconditional probability, while Section 1.3 considers a family of mathematical arguments for this claim, leading to consideration specifically of the question of how to understand probability conditional on events of probability 0. Section 1.4 discusses several mathematical principles that have been alleged to be important for understanding how probability 0 behaves, and raises a dilemma for probability conditional on events of probability 0. Section 2 and Section 3 take the two horns of this dilemma and describe the two main competing families of mathematical accounts of conditional probability for events of probability 0. The central aim of this paper is to argue that there is a meaningful sense in which a concept of rationality can apply to a city. The idea will be that a city is rational to the extent that the collective practices of its people enable diverse inhabitants to simultaneously live the kinds of life they are each trying to live. This has significant implications for the varieties of social practices that constitute being more or less rational. Some of these (...) implications may be welcome to a theorist that wants to identify collective rationality with a notion of justice, while others are unwelcome. There are some significant challenges to this use of the concept of rationality, but I claim that these challenges at the city level have parallels at the individual level, and may thus help deepen our understanding of rationality at all levels. This article analyzes the opposition press during the Regeneration in Colombia and the Porfiriato in Mexico. To do this, two publications were chosen that illustrate the problem that opposition journalism faced during these governments: El Relator and Regeneración. It is shown that, despite facing persecution and censorship, the opposition press contributed to the formation of the nation and democracy from alternative discourses.

Ethical decision-making is essential to professionalism in engineering. For that reason, ethics is a required topic in an ABET approved engineering curriculum and it must be a foundational strand that runs throughout the entire curriculum. In this paper the curriculum approach that is under development at the Padnos School of Engineering (PSE) at Grand Valley State University will be described. The design of this program draws heavily from the successful approach used at the service academies — in particular West Point (...) and the United States Naval Academy. As is the case for the service academies, all students are introduced to the “Honor Concept” (which includes an Honor Code) as freshmen. As an element of professionalism the PSE program requires 1500 hours of co-op experience which is normally divided into three semesters of full-time work alternated with academic semesters during the last two years of the program. This offers the faculty an opportunity to teach ethics as a natural aspect of professionalism through the academic requirements for co-op. In addition to required elements throughout the program, the students are offered opportunities to participate in service projects which highlight responsible citizenship. Many philosophers have argued that "degree of belief" or "credence" is a more fundamental state grounding belief. Many other philosophers have been skeptical about the notion of "degree of belief", and take belief to be the only meaningful notion in the vicinity. This paper shows that one can take belief to be fundamental, and ground a notion of "degree of belief" in the patterns of belief, assuming that an agent has a collection of beliefs that isn't dominated by some other (...) collection in terms of the overall balance of truth and falsity that it could contain.
